A player raises. Another player announces “raise” (having not seen the first raise) and puts an incomplete raise in the pot. What is the ruling?

The minimum initial raise preflop is always a raise to twice the amount of the big blind. But do you know what the mimimum reraise is? Many players don’t. Hint: it isn’t “double the previous bet.” Surprised?
